NJ Suspends Licenses Of Franklin Lakes Counselor Who Sexually Abused Kids

FRANKLIN LAKES, N.J. -- A Franklin Lakes man sentenced last summer to 10 years in prison for sexually abusing eight children after passing himself off as a special education consultant officially had his professional licenses revoked by the state Division of Consumer Affairs.

Troy Leonard, 31, was "convicted of a crime of moral turpitude...engaged in gross malpractice...and professional misconduct" state authorities wrote in the consent agreement revoking Leonard's marriage and family therapy counseling licenses.

Leonard, 31, signed the agreement on April 5. It was then signed by William Green, chairman of the Professional Counselor Examiners Committee of the state Board of Marriage and Family Therapy Examiners last Thursday.

Leonard admitted last May that he sexually assaulted the children -- all of whom were under 13 -- in West Milford, Ringwood and elsewhere while he was their behavior therapist. He also pleaded guilty to health care fraud for charging insurance companies for treatments he never provided.

The case against Leonard was produced through an investigation by the Bergen, Passaic and Sussex county prosecutor’s offices and New Jersey State Police.
