Members of the Cyber Crimes Unit took Richard T. Proctor into custody Wednesday after a warranted search of his Clinton Place apartment found that he "utilized the Internet to access and view images of prepubescent and pubescent females," Bergen County Prosecutor Gurbir S. Grewal said.
Proctor was issued a summons on charges of child endangerment through possessing child pornography and released without bail pending a May 31 first appearance in Central Judicial Processing Court in Hackensack, the prosecutor said.
